These public events spawn Fugitive Head Headrotten enemies, which, when defeated, drop the coveted Fugitive Heads. If you're playing in an active area, you can team up with other players to take them down faster, ensuring a steady supply of these materials.
- Farming Roothold Dungeons
Another effective method is running Roothold Dungeons, which are introduced in Diablo 4 Season 7. These dungeons offer a higher chance of encountering Fugitive Head bosses, making them a consistent source of Fugitive Heads. However, accessing Roothold Dungeons requires Whispering Wood Sigils, which function similarly to Nightmare Sigils.

Completing world events
Opening Silent Chests in Headhunt zones
Collecting Whisper Caches from the Tree of Whispers
Once you have enough Whispering Wood Sigils, you can repeatedly run Roothold Dungeons for an increased chance of Diablo IV Items for sale acquiring Fugitive Heads.
